That is true for public education, as it is run for the benefit of the adults who run things, and these adults happen to be dumb ones with no real talents, but plenty of attachment neuroses.</description>

Their intentions weren't "good" (which would suggest an outward motivation) at all; their intentions were thoroughly self-serving, as was the flak's response to getting caught. Being self-serving isn't inherently good or bad (nor is photoshopping), but DO let's call a spade a spade.
